Both research and clinical operations are increasingly dependent on large volumes of high quality data, and on the analytic tools to interpret that data. As a result, Enterprise Data Warehouses (EDW) play an increasingly central role in both Academic Medical Centers and in healthcare generally. EDWs face a variety of governance and strategy challenges [Holmes, 2016]. Understanding the different governance models that are possible, and the benefits and challenges of each is critical for addressing both design decisions and in managing ongoing operations. Like most healthcare IT operations, EDWs always find themselves with more requests for services than resources available. William Kissick is credited with introducing the term "Iron Triangle" to healthcare [Kissick, 1994]. The iron triangle describes in interplay between cost, time, and outcome. It is often paraphrased: "You want it good, fast, and cheap; you can have any two of the three." In the case of data resources, "good" includes two components, quantity and quality--resulting in an "iron box" of quantity, quality, speed and cost. The various users, managers, and institution leaders often bring different assumptions about the relative importance of the four attributes. Making these different perspectives transparent can facilitate more efficient decision making. Moreover, different technology and organizational approaches intrinsically favor certain attributes.
